Yes! The techniques work regardless of your pain management choices. The pelvic floor preparation and visualization work happen before and during early labor. The breathing and positioning techniques are especially important with an epidural because you have less sensation to guide you. Many epidural births result in intact perineums when you know how to work with your body.
The ideal time is at any number of weeks pregnant, when you feel ready. This gives you enough time to practice the techniques without feeling rushed, but you're close enough to birth that everything feels relevant. However, the course is valuable at any stage - even if you're 39 weeks, you'll benefit from understanding the crowning techniques and mental preparation.
